Remove birds from wrapping, remove gizzards inside stuff and pat dry inside and out. Place a cooling rack on a baking pan. Place them breast-side up on the cooling rack inside of the pan.

In a bowl combine the butter, garlic, rosemary, thyme to make a soft, but spreadable herbed butter. Carefully separate the skin from the breast.

Spread about 2 tablespoon of the butter between the skin and breast of each bird. Smooth skin back down to cover the meat. Rub the olive oil all over the birds and sprinkle with the salt and pepper. Roast at F for 20 minutes.

Continue roasting about 40 more minutes or when the thickest part of the meat reaches F. Baste occasionally with pan juices. Place hens and lemon halves on top of herb sprigs.

Let rest at room temperature, uncovered, for 1 hour. Cover roasting pan with aluminum foil. Roast for 25 minutes.

Remove hens from oven. Remove and discard foil; add broth to roasting pan. Remove from oven; let hens rest in pan at room temperature 5 minutes. Transfer hens and lemon halves to a cutting board; let rest 5 minutes. Meanwhile, pour remaining mixture in roasting pan through a fine mesh strainer into a small saucepan; discard solids.

Bring juices in saucepan to a low boil over medium. Remove from heat, and whisk in butter, 1 piece at a time, until well combined. Place 1 lemon wedge and 1 sprig rosemary in cavity of each hen. Arrange in a large, heavy roasting pan, and arrange garlic cloves around hens. Roast in preheated oven for 25 minutes. Reduce oven temperature to degrees F degrees C. In a mixing bowl, whisk together wine, chicken broth, and remaining 2 tablespoons of oil; pour over hens.

Continue roasting about 25 minutes longer, or until hens are golden brown and juices run clear. Baste with pan juices every 10 minutes. Transfer hens to a platter, pouring any cavity juices into the roasting pan. Tent hens with aluminum foil to keep warm. Transfer pan juices and garlic cloves to a medium saucepan and boil until liquids reduce to a sauce consistency, about 6 minutes. Cut hens in half lengthwise and arrange on plates. Spoon sauce and garlic around hens.
